Abstract
We feel that our present, declaration of Policy for Subdivisions, which requires adequate storm and sanitary sewer services, paved roads, curbs, gutters, and sidewalks provides a standard of service to-day's type of residential development. We are of the opinion that this level of service provides for a minimum cost to the owner during the life of the mortgage of the householder, who, after all, is the individual who must absorb the bill.
