Abstract

It is stated the state development policies and planning, including transportation, need to reflect a common base of population, economic, and resources information and analysis; state government needs to be encouraged to move more in the direction of a goals definition that is part of a systematic consideration of overall objectives, targets, needs, implementing programs and projects, and periodic recycling of these judgments.
