Abstract

Research was conducted to develop a system that would identify and evaluate the broad array of factors reflecting the user's land and the community scale of values that should be considered in making an intelligent choice among alternative transportation plans. These factors include physical, aesthetic, social, economic, fiscal and political considerations. An extensive literature review was made and concepts are presented of systems analysis as they may be applied to the transportation planning process.
