Abstract

The Joint Standing Committee has tried to disentangle myth and reality in the question of drivers' licenses for cars, and recommend proposals. It is important to remember that funds for road safety are not unlimited. Money spent on one area is money not available for another. The opportunity cost of any new measure is that the money spent on it could have instead been spent to further upgrade enforcement of the seat belt rule or increase random breath testing.
