Abstract

An investigation was carried out into the possibilities of extending the requirements for wearing safety helmets to riders of motor-assisted bicycles and mopeds, taking into account accident developments involving these types of vehicles. The number of accidents outside built-up areas is particularly worthy of note. These usually involve head injuries. The protective effects of helmet wearing are generally considered to be positive. Based on 1976 figures, if 100% of riders had worn helmets, presumably about 140 deaths, 2200 serious injuries and 4400 light injuries would have been avoided. It is recommended that compulsory helmet-wearing is urgently prescribed. Based on previous experience the compulsory wearing of safety helmets without the backing of a financial penalty could not be instigated on the most optimal scale. Protective helmets for the riders of motorized cycles should at least comply with din 4848 (1970) "protective helmets for drivers", even if din 4848 does not completely cover all the requirements of a protective helmet. Compulsory helmet wearing should be introduced as soon as possible. The introduction of compulsory helmet wearing is also particularly purposeful when considering overall economic aspects.
