Abstract

STEP consists of three main areas: (1) the traffic counting strategy which provides the basis of obtaining the traffic counts necessary to estimate the traffic parameters for the entire road network; (2) the statistical section which aids in the placement of the traffic counters, the allocation of the road segments to various traffic pattern groups and the calculation of the traffic pattern group factors; and (3) the computer system which provides the storage of this information and the user interface to access the required actual or estimated traffic parameters.
