A bicycle helmet promotion initiative has been organized in the Swedish Stockholm County, and started in the year 1993. This initiative comprises a great number of both public and voluntary organizations operating at county level. The basic idea is to enhance the total outcome through linking the scarce resources available from each organization involved into a joint venture. The overall initiative objective is to ensure that the bicycle helmet use will be a dominating habit among all bicycle age groups in the Stockholm county by the year 2000. The strategies are: (1) to disseminate and to improve knowledge; (2) to continuously follow ongoing work on helmet promotion in the county; (3) to create a positive attitude towards helmet use; and (4) to study which factors have an effect on helmet use. The Stockholm County initiative serves as a regional pilot programme within the Swedish National Bicycle Helmet Initiative framework.
