Abstract

The need for a European Guideline to environmental assessment for strategic actions is currently under consideration. To support this discussion, DG XI-B-2 has assigned DHV Environment and Infrastructure for the preparation of a study on recent experiences with Strategic Environmental Assessment (SEA). In some Western countries SEAs are required and shaped by a mandatory procedure. In most countries however government agencies have applied SEA on a voluntary basis. This study focuses on the technical methodology for incorporating environmental information in the formulation of strategic actions, eiter mandatory or voluntary. Its aim is to describe the state of progress of methodologies for SEA.
