Strategic financial planning as an element of an integrated road management system.

Abstract

In this paper the strategic management concept is examined and the difference between strategic management approaches in the public and private sector is discussed. The point is stressed that an appreciation of the link between the technical and political process is essential for proper strategic management in the public sector. In order to assist in the development of the strategic financial planning component of the total system research has been carried out during recent years in South Africa to promote an understanding of the broad principles of road financing theory and practices. This paper discusses certain aspects of this research and describes progress to date in South Africa in the development of a road development of a road management system as well as commenting on possible new organisational structures for the roads functions in South Africa.
