Abstract

In Spain, the National Highway Administration (Direccion General de Carreteras - DGC) is committed to an ambitious ITS program for the years ahead, with a coverage of about 8,000 km of high-capacity roads all over the country. One important question to decide is how to implement a sound network infrastructure for ITS communications across these highways. The market availability of the latest network technologies combined with the impressive development of telecom operators in the country gives a wide choice. The authors introduce an approach to the ITS network assessment problem, by using a combination of a technical study with a microeconomic analysis of the supply-side of the telecommunications market. Both approaches are helpful to decision-makers in order to perform an assessment of ITS communications strategy. An application of this method to the ITS network infrastructure for high capacity roads in Spain is under development, including the performing of a benchmarking valuation for different provision scenarios.
