Abstract

ITS innovation is defined as a process for generating ITS ideas and transforming them into ITS products technology advances systems and user services, for competitively meeting current and emerging transportation requirements. Developing a partnership with users of ITS products and services, from the initial stage of product development, is important for the success of the ITS innovation process. Major barriers for the process includes institutional, legal and intellectual property issues, as well as a specification based low bid contracting practice. This paper discusses the effectiveness of an integrated partnership model for developing and deploying innovative ITS products and systems. It identifies specific roles held by ITS product developers and private-public sectors in the ITS innovation process. For the covering abstract see ITRD E114174.
