Abstract
`Join Together' convened a Policy Panel on Underage Access to Alcohol in August of 1992 because hundreds of coalition leaders identified teen drinking as a major problem in their communities. They told that public policies on the 21-year-old drinking law were inconsistent, weak, and poorly enforced. This report provides recommendations on the steps to be taken. It contains factual background information on the issue and the reasoning to support each recommendation. (A)
