Abstract

From examples of Dutch planning-practice in the past ten years, an outline of adverse consequences is presented of a linear operational planning and policy approach. These consequences and a number of recent social and economic changes ask for another way of plan- and policy-making. A plea is made for a strategic goal-seeking, inovative approach as a necessary complement for a goal-realizing planning approach.
