Abstract
According to recent definitions strategic planning is a goal seeking, iterative process that produces strategies (goals and means). This process that is meant to be commitment generating, leads towards a package deal between the parties involved. Anapproach that shows many simularities with the strategic planning approach was used for the preparation of the National Traffic and Transportation Plan.
