Abstract

It is the task of the strategist to overlook constantly the whole of his domain and to prevent that any action, how useful in itself, weakens other parts of his battlefield. No strategy can be developed without information. In the field of traffic safety we can distinguish between four separate sources of information (1) statistics; (2) the indentifying method; (3) the biographic method; and (4) the comparative method.
