Recently, floods in urban areas have become a critical problem in Japan. These are caused by very heavy and short-term rainfall which is concentrated in urban areas. In order to decrease the damage caused by these floods, the Urban River Inundation Prevention Act was enforced in May, 2004. In regions specified by this law, new pavement construction is not allowed without some countermeasures to control the rain water runoff, such as applying permeable asphalt pavement. In order to apply permeable asphalt pavement on roads, the durability and flood control efficiency were checked by an indoor test, pavement test field in Public Works Research Institute, and test pavements on real roads. As a result, a design method has been established to ensure durability under heavy traffic and to decrease the peak outflow from paved areas to the same level as unpaved areas.
