Abstract

The major recommendations are that the authorities responsible for the public support of scientific research, libraries and information technology in the United Kingdom should recognize that the system of scientific publication and libraries, so long taken for granted by scientists, can no longer be regarded as stable, and should give urgent consideration to the provision of increased funding for this purpose, and to the question of which of the various available means for supporting the system should be adopted.
