Abstract

This study was based on data obtained from official ac-cident report forms filed with motor vehicle departments in seven states California, Florida, Louisiana, North Carolina, Oregon, Virginia, and West Virginia. It was assumed that a vehicle was uninsured if the accident report did not show the vehicle was insured, or if the driver at the time of the accident was other than the owner and no insurance was shown.
