Abstract

It is well known that traffic rules are infringed often. The number of established traffic violations has remained about 2.5 million per year during the last ten years. The real number of traffic violations, the dark number, is suspected to be much higher. The question is if repressive enforcement by giving penalty is an effective means to motivate drivers to keep to the traffic rules. At this time attention is given to the possibilities of a preventive enforcement by educative and technical measures, such as publicity campaings and speed limiting devices. These measures are still in a developing phase. For the time being the enforcement of traffic rules depends mainly on a repressive policy of the central government.
