Abstract

The Utrecht Centrum Project (UCP) has the ambition to redevelop the 25-year-old Hoog Catharijne shopping mall. In UCP 4 partners work together: city of Utrecht, Dutch Railways, Utrecht Trade Fair, and the Exploitation Company WBN. The partners consider "accessibility of UCP" as a new and important weapon in the competition between locations in the coming 20 years. In this paper, the authors analyse the complexity of the implementation process on the basis of the "Herculesmodel".
