Abstract

Since 1989, the Sub-Saharan Africa Transport Policy Program (SSATP) has promoted transport policy reforms at the regional level. This program, coordinated by the World Bank, includes the African authorities involved in the transport decision-making process (national govemment as well as local authorities), donors, researchers, and regional institutions. This paper presents the urban transport component, its objectives, achievements, and perspectives. Fifteen African countries are active members of the component. The SSATP process has caused a major policy reform in the urban transport sector in Dakar, Senegal. Specific reference is made to the case of Dakar to illustrate the SSATP process.
