Abstract

Roadworthiness enforcement is in Europe connected to legal authorised measures. This ensures that all vehicle owners do care on the objectives for road safety and roadworthiness of their vehicles. The over all level of safety, related to vehicle conditions, can be seen as the sum of the level of technical safety of each vehicle. Without any doubt legal measures are necessary in the interest of safe traffic for all participants in traffic, there is the question if additional and non legislative measures could enhance roadworthiness. We know from other parts in the society that some success can be achieved also by well established and not mandatory measures on voluntary or economical base.
