Abstract

This conference represents the second phase in a long-range effort at improving the competency of the California driving public. In the initial phase of this effort, the Department of Motor Vehicles commissioned the National Public Services Research Institute (NPSRI) to perform a "needs and requirements" review of California's driver licensing system, with the aim of identifying possible competency-enhancing innovations. The consulting firm's final report, Development of a Competency Based Driver License Testing System, was published in June 1990, providing some of the foundation for this conference. Part of the conference was devoted to the question of age and driving performance, and the implications of aging for driver licensing policy. (A)
