Public Works Research Institute (PWRI) of the Ministry of Construction (MOC) of Japan is engaged in research and development of the Advanced Cruise-Assist Highway System aimed at improvement of road transportation safety by commissioning the study to the Advanced Cruise-Assist Highway Research Association (AHSRA). The system is the principal application of the Smartway Plan promoted by MOC. By utilising information and communications technologies, the system supplies the driver realtime information on obstacles, incoming vehicles on a crossing path, etc., which are out of range in the driver's normal field of vision, thus upgrading driving safety dramatically and cutting down accidents drastically. The paper herein describes a summary of Smart Cruise 21, the proving test to be implemented in co-operation with the Advanced Safety Vehicle (ASV) project starting in October 2000, and the evaluation plan of the system.
