Summary report on occupant restraint usage programs.

Abstract

Efforts of the NHTSA to increase the usage of occupant restraint systems are summarized. The report describes the problem of non-use of safety belts and child restraints and anticipated problems of non-use of automatic restraint systems. Programs to increase voluntary usage are described and mandatory usage laws are discussed.
