Abstract

THE ARTICLE CONSIDERS THAT TRANSPORT BOTTLENECKS ARE PARTLY RESPONSIBLE FOR THE FALL IN TANZANIAN AGRICULTURAL OUTPUT, PARTICULARLY IN EXPORTS. EXAMPLES SHOW THAT TRACKS ARE UNUSED DUE TO INADEQUATE MAINTENANCE AND TRUCKS ALSO UNUSED DUE TO LACK OF SPARE PARTS. THE TRANSPORT SECTOR CAN, IT IS SUGGESTED, BE CONSIDERED A SERVICE CONSTRAINT ON THE ECONOMIC DEVELOPMENT OF TANZANIA. THE ARTICLE EXAMINES THE CAUSES OF VEHICLE SHORTAGES IN THE COUNTRY AND THE DISTRIBUTION OF THE LIMITED NUMBER OF IMPORTED VEHICLES. THE VEHICLE SUPPLY PROBLEM IS BASED ON THE INCREASINGLY ACUTE SCARCITY OF FOREIGN EXCHANGE AND THE INEFFICIENCY OF ITS ALLOCATION. FOREIGN EXCHANGE IS INEFFICIENTLY ALLOCATED BOTH BETWEEN TRANSPORT AND OTHER SECTORS AND WITHIN THE TRANSPORT SECTOR ITSELF. THE AUTHOR ANALYSES ALLOCATIONS BETWEEN VEHICLE TYPES AND BETWEEN THE PUBLIC AND PRIVATE SECTORS.
