Abstract

The aspects of cost, travel time, reliability and availability in a road transport network and a vehicle fleet have to be assessed in an evaluation of the operation and maintenance of the road transport. The actual importance of the road network should not be measured by its investment but is determined by the lay-out, which on its turn determines the annual production of vehicle miles, and by the continuity and quality of its maintenance work, so as to achieve a certain standard and in this way helps the national economic development.
