This paper deals with a California experience in sociallyrelevant system engineering and with the system approach totraneportation. For the Jatter, ons must determine neede, ex-amine alternatives. determine trade-offs, rank alternativeson a coat-effective basis, and iterate by restudying thechosen system on a deeper and narrower basis.
