Questa is a scenario development project being performed by the Netherlands' Ministry of Transport and Public Works. This project aims to describe possible future developments inside and outside the Dutch traffic and transport system. To this end, a system diagram for the traffic and transport policy domain has been developed. The traffic and transport system can be described as a market: a system with dynamic interaction between demand and supply. In this interaction, implicit and explicit choices are made on both the demand and supply sides. These choices interact. The result is three fold: a realized supply, a realized demand, and an allocation of the demand to the supply. Within the overall traffic and transport market, three market segments can be distinguished, each of them has its own supply and demand side: a trip market, a transport market, and a travel market.
