A system for planning roadway improvements.

Abstract

The timing and budgeting of highway improvements require a systems approach comprising four elements: sufficiency, structural adequacy, serviceability, and slipperiness. These concepts are defined with respect to design, performance, and maintenance prediction, and equipment and procedures in use in Utah for measuring there are described. Implications of the concepts for modular and systematic improvements planning are discussed.
