This study was carried out by an OECD Group of experts from 16 countries. Its aim was to describe the current state-of-the-art with respect to policy goals and road safety programmes and to review experiences gained with targeted road safety programmes. The Report is in six chapter. It starts with an analysis of road safety trends, an outline of the process for planning targets as well as a discussion of factors influencing target setting. It then reviews road safety programmes at national, regional and local levels where targets have been set, giving several examples. The experience from targeted road safety programmes is summarised dealing with institutional and behavioural changes as well as the actual achievement of road safety targets. A systematic approach to targeted road safety programmes is developed highlighting the overall process, key elements and data requirements. The Group's conclusions and recommendations put forward a best-practice approach as well as needs for further research, monitoring and systematic evaluation with emphasis on co-operative studies to assess countermeasure effectiveness. This OECD Report should be of major use to road safety policy makers and strategic planners in crafting new initiatives and readjusting policies and programmes.
