Targets 2001 : where do we go from here ? : proceedings of a conference organised by the Parliamentary Advisory Council for Transport Safety PACTS, held at Institution of Mechanical Engineers, London, Thursday, 19th October 1995.

This document is the proceedings of a conference discussing the UK's targets for reducing road accident casualties by the year 2000 and in subsequent years. The Minister for Road Safety, Steven Norris, assesses progress already made towards meeting the UK's 1987 target to reduce casualties by a third by 2000, and considers possibilities for additional later targets. RE Allsop examines the changes in number of casualties since 1981 by category of road user and by age group on roads with speed limits up to 40mph and roads with higher speed limits, and comments on the setting of future targets. Hook focuses on some specific aspects of casualty reduction, and aims to stimulate the debate on this issue by providing some background analysis, commenting on some successes and failures, and suggesting how to develop new targets. L Sloman states a broad road safety objective, much wider than reducing casualties, and argues that road safety targets should be part of a broad framework of transport objectives and targets. M Mackay discusses the contribution of vehicle design to future road casualty reductions. D Lynam reviews the other conference papers, to: (1) identify areas of agreement; (2) examine areas of disagreement; and (3) assess urgent needs for further information and action. Appendices detail PACTS and DOT targets for 2000 and beyond.
