Abstract

The time must come when we can no longer afford to move so many people around so often and so far. This article discusses the negative impact of traffic congestion, and proposes a tax to be levied on employers based on the distance their employees have to travel to work. This would switch the search for a solution away from penalties for those who travel towards penalties for those who impose travelling on others. For the covering abstract see ITRD E139966.
