Abstract

Ways of analyzing cost and disadvantages during transportation systems planning, corridor planning, design, construction, and operation are suggested. It is emphasized that to minimize harmful effects, to use beneficial effects fully, and, in short, to protect the environment require that community values be considered during the right phase of transportation planning.
