The Tennessee child passenger protection act : origin, legislative success and national impact.

Abstract

The history of the nation's first child passenger protection law is traced from its origin. A plea is made to recognize the fact that the current highway epidemic among very young children is essentially preventable and that state by state child restraint laws represent the most practical approach toward "immunizing" the majority of these children against their leading killer.
