The current state of knowledge on pavement skid resistance is reviewed and the causes of slipperiness, the mechanism of tire-road friction, and road friction measurement techniques are discussed. Based on a thorough review and evaluation of past research and experience, recommendations are made for minimum tentative skid-resistance values. Needed research in this area is described in a comprehensive manner. The report will be of particular interest to pavement designers, research engineers, tire industries, highway administrators and those with special responsibility for highway safety.
