Abstract
This paper will be concerned primarily with the selection of time values for use in the appraisal of transport expenditure and in the prediction of demand in the transport sector, and within that sector, principally with roads and road users. Second, in considering general prediction problems concerned with the overall pattern of tripmaking or particular ones, concerning the demand for an individual sink in the road network, journey times are a major element in whatever model is employed
