Abstract

An attempt has been made to formulate theoretical foundations for studying and planning statewide transportation and other urban functional systems. The conceptual system of urban spaces serves as the framework for comprehending urban systems up to planning metropolitan planning level. To comprehend the issues of planning beyond this level, however requires a more general and broader conceptual framework. Culture as an analysis framework possesses the potential for integrating knowledge of all sciences that deal with the forms of man's existence and forms of man-made environment.
