Abstract

In this paper input and output flows at traffic signals are represented by Fourier series. A general formula for average delay, embracing both the steady-state queueing effects and the relative frequency and phase relationships of the input and output waves for an input wave of arbitrary form, has been developed. An attempt is made to describe how the theory may be applied to the problem of flow in networks.
