Road user charging (RUC) has been in force in Trondheim, Norway, since 1991 in order to raise revenue to finance road infrastructure projects. A future option would be to introduce through-traffic charging for the city centre, where only those using the city centre solely as a thoroughfare withno stop would be charged. Public attitudes to RUC in Trondheim were studied using telephone interviews. Participants were asked to state their attitude towards city centre through-traffic charging and the combination of through-traffic and parking charging. The acceptance of a city centre through-traffic charging scheme was higher than the acceptance of the current scheme. Using the revenue to finance a reduction in public transport fares was the most popular option. A Stated Preference survey was conducted of employees at offices close to the city centre. This examined attitudes and acceptance of RUC, descriptions of the most recent trip by car, and choicemodelling of alternative routes. The transport model for Trondheim was used to calculate the effects of the through-traffic charging in the city centre with different levels of charging.
