Abstract

Facilities and infrastructure are confronted with increasing congestion as a result of all sorts of social developments. Solutions are sought for in various ways. Time policy could be an alternative and a complement. The patterns of time spending are strongly determined by fixed time periods. Workinghours are the main factors in structuring the time. By changing these working hours there could be made a contribution to decrease congestion.
