Abstract

It is invariably difficult to evaluate the effects of a project and the consequences it may have for different interest groups. Certain effects can be expressed in monetary terms, while others can only be expressed in figures. The latter case applies to consequences such as traffic injuries, traffic noise and air pollution. An approach is made to a method, based on estimates of how different groups of road users and non-road users gain or lose time as a result of a certain measure. The method can be regarded as a complement to existing methods of evaluation.
