Abstract

A time-staged strategy approach as a means to improve the planning process is described. The approach guides transportation development in a given time sequence by seeking to develop first-stage actions that maintain a range of choices for future actions and that employs elements of decision theory that consider the potential relationship between series of actions over a long period of time.
