Abstract

The French motorway network is roughly made up of free suburban motorways on which commuting traffic causes daily traffic jams on one hand, and of toll motorways which may be heavily congested during holiday travel periods or during week-end departure and return journeys on the other hand. In order to improve traffic conditions, three different toll charge adjustment measures were implemented from 1992, their common principle being to increase the toll charge during peak hours and to reduce it during off-peak hours. For each measure, the paper describes the problem to be addressed, the solution chosen and significant positive impacts on traffic conditions.
