Abstract

Medical practitioners, planners and patients demand assurance that they are getting the test possible patient care in return for the resources invested in health systems. For this reason methods for managing health systems which meet the planner's need and the critic's objections must be developed. The methods which are currently being used are reviewed briefly, same of the difficulties encountered in their use are described and an alternative suggested.
