Sub area planning, which is oriented to short-range decisions, must be carried out as an integral part of regional planning. This will allow sub area and regional goals to be achieved con currently, thereby permitting decisions to be made on project that are useful to the local community and the region. The Bethesda-Chevy Chase area in Maryland is used to illustrate the approach and the measures for the evaluation of alternative multimode transportation systems for well-established and intensely developed subareas within a metropolitan region.
