Abstract

A technique for comparing traffic control alternatives and for measuring changes in performance of a complex traffic system is presented. The traffic situation is analyzed as a stochastic process and then the elements of Markovian decision theory as a control evaluation format are presented. Limited field examples from a merging section are also presented.
