Abstract

This paper describes the essential features of a comprehensive strategy for accident reduction and prevention, and discusses those aspects which require particular attention in New Zealand. The analysis of accident clustering is proposed as an aid to identifying the most appropriate form of accident reduction programme, and to assessing the effect of such a programme.
