Towards a global information policy on motorway safety.

Abstract

The risk of accidents on motorways is four to five times lower than on highways but it still remains and it must be faced. Greater safety needs the implementation of a global policy which takes into account infrastructures, vehicles and help to victims as well as drivers' behaviour. In order to comprehend the problem in its entirety, the ten French toll motorway companies created, 5 years ago, a common organisation: ASSECAR-SECURITE AUTOROUTE, which aims to integrate various aspects of safety towards a global policy. The great axis of this policy is determined according to the analysis of the main factors of accidents, that is: - weariness and drowsiness; - tyres (low pressure); - insufficient attention to weather conditions; - driving too close. It is necessary to act simultaneously on the four levels quoted above. More than 80% of accidents being due to "human failure", information policy appears to be fundamental. The paper will give examples of implementation of such policy which is not limited to traditional action through the media (newspapers, radio, television) or other (prospectus, advertising, panels on motorways) but which takes into account the other aspects. These examples taken among several "campagnes d'information" will illustrate the following themes: tyres and driving too close.
