The research presented concerns measures to promote safer cycling without restricting measures. The paper is based on the work done the EU project PROMISING. Safety measures often decrease mobility. Two examples are that segregation of vehicle traffic often creates barriers for cyclists and that long waiting times at junctions may be the outcome for cyclists when traffic signals are installed. The following are the most essential topics covered in the paper: (1) what to consider as restrictive; (2) quality criteria for bicycle facilities; (3) a safe non-restrictive pedestrian and cycle network; (4) safe non-restrictive crossing facilities; (5) non-restrictive regulations; and (6) other measures.
